Palmerbet commits to stronger self-exclusion controls after BetStop breach

Palmer Bookmaking Pty Ltd, which trades as Palmerbet, has agreed to strengthen its compliance systems after an Australian Communications and Media Authority investigation identified breaches of national gambling self-exclusion requirements.

The regulator announced on 23 September 2026 that it had accepted an 18-month court-enforceable undertaking from the bookmaker. Palmerbet also repaid deposits made by the affected customer after their registration with BetStop, Australia’s National Self-Exclusion Register, through to February 2025.

Account remained open after BetStop registration

The customer registered with BetStop in September 2023, but Palmerbet did not close the account until February 2025.

Investigators also found that the bookmaker accepted 312 bets from the self-excluded customer between December 2024 and February 2025.

Australian self-exclusion rules require online wagering providers to close a registered person’s account as soon as practicable. Providers must also stop supplying online wagering services to that customer.

Independent review required under undertaking

Under the enforceable undertaking, Palmerbet must arrange a comprehensive independent review of its systems and processes for complying with self-exclusion obligations.

The company has also committed to making the investment needed to implement improvements recommended through that review. The undertaking will remain in force for 18 months.

Federal Court action possible for non-compliance

The undertaking creates legally binding obligations for Palmerbet rather than operating as a voluntary pledge. If the bookmaker fails to meet its terms, the regulator can apply to the Federal Court to have them enforced.

The action reinforces the requirement for Australian wagering operators to ensure their account-management systems promptly identify BetStop registrations and prevent self-excluded customers from continuing to gamble online.
